The organic mixture is prepared from the following components in percentage by mass: 10%-30% of E-51 epoxy resin, 10%-20% of F-51B high-temperature-resistant flame-retardant thermosetting phenolic resin, 10%-20% of F-52B high-temperature-resistant flame-retardant thermosetting phenolic resin, 8%-20% of resorcinol and the balance of phthalic anhydride; the inorganic mixture is prepared from the following components in percentage by mass: 4 to 13 percent of KBF4, 5 to 12 percent of KF, 5 to 10 percent of Bi2O3 and the balance of B2O3.
