The method comprises the steps of obtaining satellite-borne observation data of an LEO satellite, a navigation satellite orbit and a navigation satellite clock error; performing orbit forecasting according to the satellite-borne observation data to obtain an LEO satellite forecasting orbit; the geometric distance between the LEO satellite and the navigation satellite is obtained according to the LEO satellite forecast orbit and the navigation satellite orbit; constructing a satellite observation equation according to the satellite-borne observation data, the geometric distance and the navigation satellite clock error; solving the satellite observation equation to obtain an LEO satellite real-time clock error; the satellite observation equation is obtained by fixing the satellite forecast orbit, it is avoided that in the process of solving the satellite observation equation, various kineti
