The method comprises the following steps: performing high-temperature carbonization on an imidazole metal organic framework to obtain metal nitrogen carbon as a carrier, performing ultrasonic dispersion on a platinum precursor and the metal nitrogen carbon, drying, performing heat treatment in a reducing atmosphere, and combining with a pickling etching process to obtain the catalyst. The nitrogen-doped carbon carrier can inhibit agglomeration of the nanoparticles in the high-temperature roasting process, and the catalyst with small and uniformly dispersed metal nanoparticles can be obtained. In addition, transition metal in the catalyst is introduced from the carrier, and additional metal salt does not need to be added.
