The method comprises the following steps: acquiring new energy data and load data in a historical period; performing clustering processing on the new energy data and the load data, and determining a plurality of clustering scenes; for each clustering scene, the maximum new energy access capacity of the multi-level power distribution network is used as an objective function, the safe operation condition of the multi-level power distribution network is used as a constraint condition, the optimal solution of the objective function is calculated, and the optimal solution comprises the maximum access capacity of the multi-level power distribution network and the new energy access capacity of each node; and determining that the minimum value in the maximum access capacities corresponding to the clustering scenes is the maximum access capacity of the new energy of the multi-level pow
