Zusammenfassung:The invention provides a double-shaft dynamic loading device, method and system for a wind power blade. The dynamic loading device comprises an excitation module, a support frame, a clamp and a control device, the clamp is connected to the outer side of the wind power blade in a sleeving mode and clamps the wind power blade. The support frame is arranged on a foundation; the excitation module is connected with the support frame; the control device is connected with the excitation module; the control device is used for controlling the excitation module to provide a periodic excitation load in the vertical direction for the clamp, so that the wind power blade vibrates at an inherent frequency in the shimmy direction; and/or a periodic excitation load in the horizontal direction is provided for the clamp, so that the wind power blade vibrates at the inherent frequency in the flapping direction; according to the invention, through an external acting force excitation mode, simultaneous respective loading in shimmy
