According to the scheme, when the tower drum is shut down, the damping block is in a lifted state, damping of the tower drum body is increased, the resonance phenomenon is effectively prevented, and therefore the dangers such as fatigue failure and toppling of the tower drum are avoided, and the damping block does not swing to impact the tower drum.
