The method comprises the processes of electric furnace steelmaking, controlled rolling forming and heat treatment after rolling. In the electric furnace steelmaking process, 15-18 kg of lime is put into each ton of steel at the bottom of the furnace, the temperature of molten steel is 1500-1530 DEG C, the smelting time is not less than 10 min, 3-4 kg of refining slag and 4-5 kg of lime are added into each ton of steel during tapping, and it is ensured that the P content of the steel tapped from the electric furnace is smaller than or equal to 0.004%.
