The preparation method comprises the following steps: firstly, synthesizing a carbon precursor with a three-dimensional structure by using a simple method; after palladium salt is loaded on the surface of the carbon carrier, acetate is added to serve as a small molecule modifier, finally, the Pd-Zn alloy catalyst coated with graphene is obtained through one-step heat treatment, alloy particles are evenly dispersed on the carbon carrier, and the particle size is smaller than 10 nm.
