Zusammenfassung:	The invention discloses a comprehensive information management and command system and method based on three-dimensional data, and the system comprises a monitoring unit, a wireless transmission module, a warning unit and a client unit, and the monitoring unit comprises a first PLC controller, a first alarm unit, a liquid level sensor, a water flow sensor, a wind speed and direction device, and an air quality sensor. By arranging the first PLC, the first alarm unit, the liquid level sensor, the water flow sensor, the wind speed and wind direction device and the air quality sensor, the liquid level sensor can monitor the water flow liquid level of a monitoring area, and the water flow sensor can monitor the flow speed of water flow; the wind speed and wind direction device can monitor the wind speed and wind direction of a monitoring area, and the problem that monitoring of the flow speed and depth of the overflow water flow is lacked in the overflow environment under the special severe weather such as rainstor
