The method comprises the steps that the number and types of oil reservoirs in an oil area where a target oil reservoir is located are counted, and oil reservoir information contained in the oil reservoir types is selected; assigning values to parameters in the oil reservoir information, performing nondimensionalization on the parameters, taking the recovery efficiency as an optimization target, performing main control factor analysis by using a neural network algorithm optimized by a genetic algorithm, setting a threshold value of the number of sensitive parameters, and establishing an analog oil reservoir basic parameter sequence library in combination with an SEC analog criterion; inputting all oil reservoir parameters of the same type as the target oil reservoir in the oil area according to the analogy oil reservoir basic parameter sequence library, and screening similar oil reservoirs for three times; the recovery ratio is determined according to the production dynamic state of the target oil reservoir, i
