The preparation method comprises the following steps: preparing CuCo2O4/NF from copper nitrate trihydrate, cobalt nitrate hexahydrate and urea by using a hydrothermal calcination method; electrolyte with ferric nitrate nonahydrate and nickel nitrate hexahydrate as electrolytes is adopted for conducting three-electrode system electro-deposition operation, and the self-supporting transition metal hydroxide or oxide composite material is prepared.
