The invention provides a permeability testing device and system. The permeability testing device comprises a sealing pressure buckle, a locking piece, a penetrating fluid collector, a pressure container cover and a metering device, wherein a water inlet and an exhaust port are formed in the pressure container cover, and the locking piece can clamp a sample between the penetrating fluid collector and the pressure container cover in the first direction; a sealing cavity is defined by the sample and the pressure container cover, the sealing cavity is pressed through the water inlet, the exhaust port is used for discharging gas in the sealing cavity, and liquid seeping from the sample flows into the metering device through the penetrating fluid collector to be metered.
