According to the technical scheme, the method comprises the steps that the silicon steel surface is subjected to alkali washing, and the cleanliness of the silicon steel surface subjected to alkali washing is higher than level 4; the silicon steel surface adhesion coating comprises water-soluble organic resin, and the water-soluble organic resin comprises one or two of water-soluble acrylic resin, organic silicon modified acrylic resin, silicone acrylic resin, epoxy resin, styrene acrylic resin and pure acrylic resin. The proportion of organic solvent in the water-soluble organic resin is 5%-25%; the thickness of the coating ranges from 0.2 micrometer to 0.8 micrometer.
