Zusammenfassung:	The invention discloses a plant cultivation system and method for collecting water and irrigating by using a wind energy street lamp in a high-altitude rocky desert region, and relates to the technical field of ecological restoration. The wind energy street lamp is used for water irrigation, suitable plant variety cultivation is carried out, the problem that plants in the high-altitude rocky desert region are difficult to cultivate is solved, and the ecological environment of a coal mine is improved. The wind energy street lamp comprises a lighting system and a wind power generation system, and the plant cultivation system comprises a refrigeration liquefaction system, a spraying drip irrigation system and a plant cultivation system which are installed on the wind energy street lamp. The refrigeration liquefying system comprises a refrigeration assembly controller, a refrigeration assembly, a water collecting funnel, a water conveying pipeline and a water storage tank, the plant cultivation system comprises a
