The steel comprises the following chemical components in percentage by weight: 0.06%-0.10% of C, 0.20%-0.35% of Si, 0.45%-0.60% of Mn, less than or equal to 0.020% of P, less than or equal to 0.010% of S, 0.80%-1.00% of Cr, 0.25%-0.35% of Cu and 0.04%-0.10% of Sb.
