The hot-rolled strip steel comprises the following components in percentage by weight: 0.07%-0.10% of C, 0.15%-0.30% of Si, 1.30%-1.50% of Mn, less than or equal to 0.020% of P, less than or equal to 0.0050% of S, 0.035%-0.050% of Ti, 0.035%-0.050% of Nb, 0.020%-0.050% of Als, less than or equal to 0.0050% of N, less than or equal to 0.33% of CEQ and the balance of Fe and inevitable impurities. The prepared hot-rolled strip steel is thick in specification, low in production cost, high in strength, good in low-temperature toughness, stable in performance, excellent in structure, easy to form and weld and suitable for application requirements of steel pipe piles for key projects.
