The method comprises the following steps that molten iron is controlled to comprise 4.3% of C, 0.4% of Si, 0.12% of Mn, 0.1% of P and 0.02% of S; steel scrap is added to control the average temperature of converter smelting to be 1355 DEG C; in the converter smelting process, limestone and dolomite are added in batches according to the alkalinity and the total oxygen supply amount; meanwhile, the lance position and the oxygen blowing flow are adjusted; the converter is shaken after tapping of the converter, and the deslagging angle is fixed to be 105 degrees; and the final temperature of the converter is controlled to be 1615-1625 DEG C, and the final carbon content is 0.04-0.07%. Converter splashing basically disappears, converter final slag is thickened, the converter slag amount is reduced, and slag making materials are reduced.
