An optical transmitter according to one embodiment is provided with: a plurality of light-emitting elements; a plurality of light-receiving elements that monitor output light from each of the plurality of light-emitting elements; a housing on which the plurality of light-emitting elements and the plurality of light-receiving elements are mounted; and a wiring board mounted on the housing and provided with a first region having a pad electrically connected to the light-emitting element, and a second region disposed at a position lower than the first region and having a pad electrically connected to the light-receiving element. 一个实施方式的光发送器具备：多个发光元件；多个受光元件，监测来自多个发光元件的每一个的输出光；壳体，搭载多个发光元件和多个受光元件；以及布线基板，搭载于壳体，设有具有与发光元件电连接的焊盘的第一区域和配置于比第一区域低的位置并且具有与受光元件电连接的焊盘的第二区域。
