According to the method for manufacturing the ultra-high carbon steel plate based on the thin slab continuous casting and rolling process, the chemical element composition of the ultra-high carbon steel plate is optimized, the production process is optimized, the number of inclusions and element segregation are reduced, and the ultra-high carbon steel plate which is small in decarburization layer depth and high in strength is obtained.
