An ultrahigh frequency acquisition signal is obtained through an ultrahigh frequency test module; an ultrasonic acquisition signal is obtained through the ultrasonic test module; performing feature signal extraction on the acquired ultrahigh frequency acquisition signal to obtain a waveform feature signal and an amplitude feature signal; the partial discharge analysis module sends the ultrasonic acquisition signal and the waveform characteristic signal obtained through analysis into a trained PSO-SVM-based combined prediction model, and outputs a corresponding fault level; and when the fault level is a serious state or an emergency state, sending the fault level, the ultrasonic acquisition signal, the amplitude characteristic signal and the waveform characteristic signal into a classification model based on an SVM algorithm to obtain a corresponding partial discharge fault
