The flanging and punching die comprises a flanging cutter block, a lower die cutter block and a punch, the flanging cutter block is arranged on an upper die base, the face, used for making contact with a piece to be flanged, of the lower portion of the flanging cutter block is a working face, and the working face comprises a shaping section and a material pressing section which are sequentially connected from bottom to top; the lower die cutter block is arranged on the lower die base, the lower die cutter block is used for supporting the to-be-flanged piece, the lower die cutter block is provided with a containing hole used for being opposite to the position, where a hole site is to be machined, on the flanging face of the to-be-flanged piece, and the punch is opposite to the containing hole; a driving mechanism used for driving the punch to move is arranged on the lower die base, and an avoiding hole allowing the punch to penetrate through is formed in the lower portion of the flanging cutter block.
