The method comprises the following steps: determining a plurality of first tracking areas formed by opened base stations; determining a plurality of virtual overlay connection lines; for each virtual coverage connection line, determining coverage overlapping points on the virtual coverage connection line based on coverage ranges of boundary base stations at two ends of the virtual coverage connection line; obtaining a plurality of third tracking areas based on the determined coverage overlapping points; and based on position information of a to-be-planned base station, determining a target tracking area to which the to-be-planned base station belongs from the plurality of third tracking areas.
