The method comprises the following steps: accurately identifying the service transceiving characteristics of each terminal through a time interval, and setting the duration of a terminal-level inactivity timer according to the duration of a target cell-level inactivity timer corresponding to a cell in which the terminal is located and the time interval; therefore, the terminal can flexibly determine the connection state according to the set duration of the terminal-level inactivity timer instea
