The method comprises the following steps: providing raw water; the method comprises the following steps: precipitating raw water, filtering to remove impurities in the raw water, distilling, and adding oxygen-containing salt; the method comprises the following steps: enabling raw water mixed with oxygen-containing salt to pass through an electrolytic magnetization device, so that molecules of the raw water are decomposed into small molecular water containing hydrogen and oxygen; and finally, the small-molecule water and the high-oxygen liquid are guided into a synthesis magnetization reaction tank for a synthesis reaction, oxygen molecules in the high-oxygen liquid and the small-molecule water are subjected to coating combination for 30-90 minutes, and the high-dissolved-oxygen water with the oxidation-reduction potential (ORP) being 850 mV +/-20% oxygen content is formed.
