The preparation method comprises the following steps: mixing and grinding a carbon source and a functional monomer, and then carrying out a reaction through a hydrothermal synthesis method to prepare the nitrogen-doped fluorescent carbon quantum dots, the carbon source is alginate; the functional monomer is histidine; the mass ratio of the carbon source to the functional monomer is 2: (0.8-1.5).
