Example implementations include a method, an apparatus, and a computer readable medium for wireless communication at a secondary node (SN), including determining to perform a conditional primary SCG cell (PSCell) change (CPC) of a UE to one of a set of target primary SCG cells within the SN that is different from a current primary secondary cell group (SCG) cell. The embodiment also includes generating a secondary cell modification message including identification information of a target primary SCG cell set of the CPC. Additionally, the embodiment includes sending a secondary cell modification message including identification information of a target primary SCG cell set of the CPC to a primary node (MN) associated with the UE. Additionally, the embodiment includes receiving a response message from the MN indicating an acknowledgement or rejection of the secondary cell modification message.
