The device comprises a rack and a notch circular track, the rack is slidably provided with the notch circular track, the notch circular track is provided with an opening used for cable movement so that a welded cable can be taken out from the opening, the device further comprises an arc-shaped track, a stranding mechanism and a heating mechanism, the opening of the notch circular track is movably connected with the arc-shaped track, and the arc-shaped track is provided with a heating mechanism.
