The implementation of the invention comprises three stages. In the preparation stage, a flexible job shop scheduling algorithm is collected, and a scheduling program is written to realize a scheduling function described by the algorithm; and constructing a scheduling agent template for each scheduling program, and storing the templates in a template warehouse. In an application stage, a management agent is created to receive scheduling parameters, and a required scheduling algorithm and the number of scheduling agents are determined; and calling a corresponding template from the template warehouse by the management agent, and creating a scheduling agent.
