The scheme provided by the invention comprises the following steps: acquiring mobile network use parameters and home width network poor-quality performance parameters of a plurality of home width network users of a target network cell in a preset time period; acquiring a home width network experience score of the target network cell in the preset time period; generating a network quality evaluation model by taking the mobile network use parameters and the home wide network poor quality performance parameters as model input features and taking the home wide network experience score as a label; and determining a network quality evaluation result of the target network cell according to an output result of the network quality evaluation model.
