The invention discloses an international air route planning method with traffic restriction, which comprises the following steps: 1) loading whole network air route data to generate an air route network diagram; 2) cutting the route network graph to obtain a directed graph G = {V, E}, V being a set of all nodes in the directed graph G, and E being a set of all route sides in the directed graph G; 3) calculating the shortest distance from the starting point to all the nodes under the condition of no limitation, and calculating the shortest distance from all the nodes to the terminal point under the condition of no limitation; 4) calculating the edge weight of each navigation road side and each height layer; 5) selecting an average value of the edge weights of all height layers of each navigational roadside as an estimated weight of the navigational roadside; 6) determining a horizontal route meeting the route limitation; 7) determining a vertical route; and 8) outputting an optimization result.
