The PBAT foaming resin comprises the following components in parts by weight: 10-80 parts of PBAT; 0 to 55 parts of PLA; 5 to 40 parts of starch; 5-15 parts of an environment-friendly plasticizer; 0.1 to 4 parts of a compatilizer; 0.5 to 10 parts of a foaming agent; 0.5 to 8 parts of a nucleating agent; 0.2 to 3 parts of a lubricant; 0.2 to 2 parts of an antioxidant; the preparation method comprises the following steps: putting weighed PLA, PBAT, starch and nucleating agent into a high-speed mixer, and stirring and uniformly mixing; adding a plasticizer, heating, adding a compatilizer, a lubricant and an antioxidant after the temperature of the materials reaches 60-80 DEG C, keeping the temperature, and stirring and mixing for 10-30 minutes; and after the materials are uniformly mixed, adding a foaming agent, continuously stirring for 5 minutes, uniformly mixing, and discharging to com
