The monatomic metal catalyst comprises an oriented carbon nanotube array and metal monatomic atoms, wherein the metal monatomic atoms are loaded on the inner walls of carbon nanotubes in the oriented carbon nanotube array. In the invention, the carbon nanotubes in the oriented carbon nanotube array can enhance the catalytic activity of the monatomic catalyst, and the metal monatomic agglomeration can be avoided by loading the metal monatomic on the inner wall, thereby effectively prolonging the service life of the catalyst.
