The method may comprise: a terminal device decoding a physical broadcast channel (PBCH) in a first synchronization signal block (SSB) sent by a first co-frequency neighbor cell of the terminal device to obtain an index of the first SSB, the first co-frequency neighbor cell communicating by using a time division duplex mode; the terminal device measures the first SSB to obtain a signal measurement result of the first SSB; and the terminal equipment reports the signal measurement result of the first SSB and the index of the first SSB to the access network equipment.
