The method comprises the following steps: dispersing target doped metal on a metal oxide matrix material; the preparation method comprises the following steps: dispersing a metal oxide matrix material containing target doped metal in a solution, then adding an organic ligand to carry out complexation reaction with the matrix material, and regulating reaction conditions to obtain precursors with different film thicknesses; carrying out high-temperature carbonization cracking and removing a metal oxide matrix to obtain a metal monatomic doped carbon material; and then compounding the metal monatomic doped carbon material with selenium to obtain the metal monatomic doped C/Se composite positive electrode material.
