The cutter part is arranged above the working bed; the moving part is used for driving the working bed to move back and forth along the lower part of the cutter part in a reciprocating manner; the device is characterized by further comprising radial locking parts, and a plurality of radial locking parts which are pressed and locked on the surface of a workpiece in the circumferential direction are symmetrically arranged on the two sides of the working bed.
