The method comprises the following steps: (1) investigating initial data; (2) making constraints according to operation characteristics and signal control of motor vehicles, pedestrians and non-motor vehicles; (3) model establishment: analyzing the operation cost of the urban road signal control intersection based on two aspects of traffic safety and traffic efficiency, and establishing an intersection safety cost model and an intersection delay cost model; (4) model solving: taking an intersection minimum operation cost model as a single-target nonlinear optimization model, searching and solving the minimum operation cost under the flow of each motor vehicle and the flow of pedestrians and non-motor vehicles under a target function and multiple constraints, and selecting a genetic algorithm to solve the model; according to the method, the phenomenon that people and vehicles
