The method is characterized by comprising the following steps: Cr-Ni-Mo steel comprises 0.13-0.25 of C; 0.17 to 0.37% of Si; 0.50 to 0.95% of Mn; s is less than or equal to 0.020; p < = 0.020; 0.40 to 1.80% of Cr; 0.35 to 1.70% of Ni; 0.20 to 0.60% of Mo; 0.20% or less of Cu; v < = 0.15; 0.020 to 0.040% of Al; 0.015 to 0.035% of Nb; fe: the balance; 2 < = Al/N < = 4; the method comprises the following steps: step 1, two-stage temperature equalization; 2, carburizing at 950 +/-10 DEG C; 3, quickly cooling to 650 +/-5 DEG C; fourthly, oil quenching is conducted after temperature equalization is conducted at the temperature of 820-840 DEG C; step 5, cleaning; and sixthly, low-temperature tempering is conducted.
