The method specifically comprises the following steps: (1) designing equipment for testing the gas and dust control effect of coal seam liquid injection; (2) preparing a coal sample; (3) loading the coal sample; (4) air tightness testing; (5) calibrating dead volume; (6) vacuumizing; (7) filling methane, and calculating the gas adsorption amount of the coal sample per unit mass; (8) injecting liquid, and calculating to obtain the residual gas amount of the coal sample per unit mass; (9) drilling to produce dust, and detecting coal dust concentration and coal dust particle size distribution; (10) repeating the steps (2)-(9), and changing the loading stress, the adsorption equilibrium pressure, the liquid injection amount or the liquid injection pressure; and (11) comprehensively evaluating the liquid injection of the coal seam.
