Spinal implant system and method

A surgical instrument includes a first member extending between a proximal end and a distal end, the first member configured for fixation with tissue. The second member defines a longitudinal passageway and is connected to the navigation component such that a distal end may be disposed within the passageway at a selected distance from the navigation component. The navigation component is positioned relative to the sensor to transmit a signal representative of an orientation of the first member. The third member extends between the proximal end and the distal end. The third member may be mounted with the first member in the orientation such that a distal end of the third member may engage the tissue.
