The embodiment of the invention provides a display panel and a display device.The display panel is provided with a display area and a non-display area surrounding the display area, the non-display area comprises a frame area, the display panel comprises a display substrate, and the display substrate comprises a substrate layer, a driving layer, a display layer and a packaging layer which are sequentially stacked; the touch control layer is located on one side of the packaging layer, the touch control layer is provided with a touch control electrode and a touch control wire connected with the touch control electrode, and the touch control electrode is located in the display area; the driving circuit is arranged in the non-display area; the display substrate comprises a frame area, a touch control wire and a wire passing hole, the wire passing hole is located in the frame area, the display substrate further comprises a first metal layer, the first metal layer is provided with a metal lead, the touch control wir
