A plurality of annular water-permeable blind pipes and a plurality of annular drainage plate strips are arranged between the buffer layer and the waterproof plate in the longitudinal direction at intervals, and longitudinal side wall drainage blind pipes communicating with the water outlet ends of the annular water-permeable blind pipes and the water outlet ends of the annular drainage plate strips are arranged at the bottom of the side wall. A plurality of transverse water guide pipes are arranged on the longitudinal side wall drainage blind pipes at intervals in the longitudinal direction, the bottom plate
