The flaky atomic-scale Pt/CeO2 catalyst comprises chloroplatinic acid, an organic matter containing a reducing group and cerium salt, the mass ratio of the organic matter containing the reducing group to the cerium salt is (0.1-2): 1, and the molar ratio of the chloroplatinic acid to the cerium salt is (0.01-0.2): 1.
