The flaky atomic-scale Pt/CeO2 catalyst comprises chloroplatinic acid, an organic matter containing a reducing group and cerium salt, the mass ratio of the organic matter containing the reducing group to the cerium salt is (0.1-2): 1, and the molar ratio of the chloroplatinic acid to the cerium salt is (0.01-0.2): 1. The preparation method of the catalyst comprises the following steps: dissolving chloroplatinic acid, an organic matter and cerium salt in deionized water to obtain a mixed solution; atomizing the mixed solution, introducing generated micro fog drops into a tubular furnace for high-temperature treatment, and collecting orange yellow powder at the other end of the tubular furnace; and carrying out heat treatment on the orange-yellow powder, and removing residual organic matters to obtain the atomic-scale Pt/CeO2 catalyst with ultrahigh Pt loading capacity.
