The method comprises the following steps: mixing pre-treated hydrogen-rich gas and pre-treated shaft furnace top gas, and producing reducing gas meeting the requirements of a hydrogen-based shaft furnace through a raw material gas treater and a protective bed layer by virtue of a CO2 oxidative conversion furnace; the reducing gas is reacted and utilized in the hydrogen-based shaft furnace to generate top gas, most of the top gas serves as conversion feed gas, and a small part of the top gas serves as conversion fuel gas and is recycled.
