The preparation method comprises the following steps: firstly, preparing active metal-loaded active carbon; then uniformly mixing the modified silica-alumina, organic fibers, a binder and an acid solution, then adding the active metal-loaded active carbon, forming, drying and roasting to obtain a catalyst precursor; and further treating with an organic solvent and a caustic soda solution, washing, drying and roasting to obtain the catalyst.
