The device comprises an energy router installed in a neutral section non-power area of a double-current system traction power supply line; the energy router comprises a step-down transformer, a single-phase AC-DC converter, a DC voltage stabilizing capacitor and a DC-DC converter group, wherein the input end of the step-down transformer is connected with an AC line contact network; the single-phase AC-DC converter is connected with the output end of the step-down transformer; the output end of the DC-DC converter group is connected with a direct-current line contact network, and the output end of the DC-DC converter group is also at least connected with one of a super capacitor and an electric vehicle charging station.
