Aiming at industrial production which takes high-temperature and high-pressure water vapor as a heating medium or a heat carrier, and relates to an industrial production link of heating or heat exchange, a set of flexible circulating utilization system capable of recycling water vapor, condensed hot water and heat energy is established, so that generated wastewater and waste steam are recycled, and the energy consumption is reduced; and heat energy contained in the waste water and the waste steam is recycled, so that the water steam is efficiently utilized, and the consumption of water resources and energy sources is greatly reduced.
