The whole vehicle thermal management system comprises a CO2 heat pump air-conditioning system; the CO2 heat pump air conditioning system comprises a passenger compartment refrigerating and heating branch and a battery refrigerating and heating branch which are arranged in parallel; the battery cooling water loop comprises a warm air water branch and a battery heat exchange branch which are arranged in parallel; the battery heat exchange branch exchanges heat with the battery refrigerating and heating branch through a battery heat exchanger, and the warm air water branch exchanges heat with air in a passenger compartment; the motor cooling water loop comprises a motor waste heat recovery branch, and the motor waste heat recovery branch is connected with the battery heat exchange branch through a second four-way reversing valve.
