The coal-fired boiler fly ash is subjected to reduction treatment with ammonia gas, cellulose acetate is used as a carbon source, and an oxygen-enriched carbon material is prepared through hydrothermal carbonization; then, the fly ash subjected to epoxy treatment, an oxygen-enriched carbon material, high-quality coal powder and the like are matched, bonded and pressed to prepare the briquette coal. According to the invention, oxidation-reduction bonding bonding induced by a high-temperature condition is utilized, so that the bonding strength of the briquette coal at a high temperature is improved, and meanwhile, the briquette coal also has a high calorific value.
