A vehicle control device is provided with: a recognition unit that recognizes the position and surrounding conditions of a vehicle; a driving control unit that controls steering and acceleration/deceleration of the vehicle without depending on an operation by a driver of the vehicle; and a mode determination unit that determines the driving mode of the vehicle as either a first driving mode or a second driving mode in which the task assigned to the driver is lighter than the first driving mode, and that determines the driving mode of the vehicle as a second driving mode in which the task assigned to the driver is lighter than the first driving mode when the task pertaining to the determined driving mode is not executed by the driver.
